I am desperate to find someone who has another opinion about my so called manic-depression. Are these pharmicists that see patients or are they very knowledgeble in different psyco drugs???

They are psychiatrists who specialize in treating "mental illness" with medication as opposed to talk therapy. Appointments with a psychopharmacologist usually last about 15 minutes, while appointments with regular psychiatrists usually run 45 minutes.

It's a great idea to see a psychopharmacologist if you're having a lot of trouble finding the right meds. If there's a university medical school or teaching hospital anywhere near you, that's a good place to start looking for one (they are often researchers as well, so they are up on all the latest in the way that many regular phychiatrists may not be).
