Most towns have zoning administrators who are charged with the responsibility of making sure that zoning ordinances are followed. You should start there because he/she could tell you whether this guy has a permit for what he's doing and what kind of permit it is. He may not need a permit just to move dirt around (probably doesn't) but if he does have concrete building plans, the administrator would have info about that.
Also you mentioned that the tractor was about 15 feet outside your window. Most zoning ordinances have setback requirements which specify how close a structure can be to someone else's boundary. Are you sure he's not moving dirt on your land? Are you on municipal sewer? Is it possible that he's moving the dirt to install a septic system. If so there are setback requirements for those also.
It's also possible that when(if) the subdivision was approved, the permit had conditions in it concerning where and how things could be built. You just may want to check things out to make sure he's complying with all of the permit conditions. Even if the earthmoving is ok, it's possible that he's doing something else he's not supposed to and you may be able to draw unwelcomed attention to him.
You might also take a crack at talking to the owner. It seems to me that his lots would be alot more valuable for resale if there was some buffer between the new housesite and your house. It sounds like he's destroying the buffer, which may be a pretty dumb thing to do.
