I know this may seem like an odd post but I'ts no joke,
He revs his car all the time by my house when I'm not taking any medications.
But then when I start taking anti-depressants (that work on noradrenaline, and also when taking fish oil)
I never hear him reving his car by my house.
It makes me wonder how the heck does he know when I'm on the meds and why he is doing it for an arousal effect (sort of like on going post traumatic stress disorder)
I know some people can be a$$holes.

Thus, he revs his car because he *knows* somehow? From the info. you've provided it doesn't sound like he would know when you are taking your meds. I think this is something you need to discuss with your pdoc or therapist. God bless.
