You can go through a proxy server. Way back in the days of All Advantage, an advertising thing that you could get money for just by joining, a bunch of the students at my sisters university were blocked. File sharing programs were also blocked ( this was around when Napster came out ). If you go through a proxy server, I don't think there's anyway in them knowing where you visit, besides the proxy, and it's unlikely they're going to find out from the person who runs the proxy server.
Another easy thing to do is use google translator. You won't directly contact the site that's "translated". If it's an english site the translator doesn't do anything and just acts like a proxy.
