Is there any reason why help didnt get to New Orleans sooner than now?

I watched the News, the army is in the process of draining Parts of New Orlands. An interview on the news said many levy's where destroyed and needed to be delt with. They said that it would drain part with nature, natural draining. But i dont know what else they are using for drainage.
I dont know if people will return, they said that where going to stay. This is really going to be a concern for texas.

They can't exactly drain New Orleans because it's below sea level, and below Lake Pontchartrain. They have to pump the water up, then out.
One of the reasons for the disaster was lack of federal funding to build and maintain levees. I don't know why the feds were so unprepared.
I feel so sorry for those people. We gave some money to the Red Cross.

I am personally appalled that it has taken soo long to get help to our own people.
I feel like had this happened in a foreign country, we would've come to their aide sooner.
This is such a concern. If this is what happens when a natural disaster strikes (and one that was expected!) why in the world should we be assured we can handle another terrorist attack???
THis is nuts. We need to pray for those people and donate money. There's not much else we can do.
I'm very disappointed in our government right now. Even the ones' I voted for.

So far all I've heard are excuses, buck passing, and canned responses from agencies like FEMA and Homeland Security. Sure it was a huge emergency, but they knew the storm was coming and that it had castastrophic potential. Four and a half days just to get some national guard troops to the Gulf Coast is inexcusable. Thousands are still trapped or waiting to be evacuated.
These urgent messages are about people who need help NOW:

This may be one reason why aid is slow or non-existant. ~Jake
Homeland Security won't let Red Cross deliver food
Saturday, September 03, 2005By Ann Rodgers, Pittsburgh Post-Gazette
As the National Guard delivered food to the New Orleans convention center yesterday, American Red Cross officials said that federal emergency management authorities would not allow them to do the same.
Other relief agencies say the area is so damaged and dangerous that they doubted they could conduct mass feeding there now.
"The Homeland Security Department has requested and continues to request that the American Red Cross not come back into New Orleans," said Renita Hosler, spokeswoman for the Red Cross.
"Right now access is controlled by the National Guard and local authorities. We have been at the table every single day [asking for access]. We cannot get into New Orleans against their orders."
Calls to the Department of Homeland Security and its subagency, the Federal Emergency Management Agency, were not returned yesterday.

Jake, maybe because of the outbreak of violence the authorities are afraid for your safety. Can your vehicles handle the high water. (Thank God for the RedCross.

Lynn you may be right. Not being there I can only speculate as to why they would ban relief agencies from inside NOLA. I guess right now I don't have a lot of confidence in the Homeland Security Dept., or whoever is supposed to be directing operations there.

The 82Airborne was flown to Saudi Arabia to prepare for Desert Storm. My son left in August and it wasn't until Feb that Desert Strom occurred. Why didn't they use them to keep peace and fly in supplies. Fondly, Phillipa
