In the Philippines, only a certain few doctors had the license to prescribe controlled substances. There, only opiates and such were controlled, most drugs required no prescription at all. I never needed one for antidepressants, neuroleptics and pain meds (Tramadol) that I purchased there. Maybe Mexico is the same, as far as licensing.
I saw on the news in San Diego last year where a guy went down to Tijuana to buy valium - he had a legitimate prescription at home in San Diego - and he was arrested for "attempting to purchase a controlled substance without a prescription. He spent four days in a Mexican jail before being released to the US authorities.
A doctor's appointment in Mexico is cheap and seeing one is well worth it to get a legitimate prescription so you don't run into trouble. You can be straightforward and say that you'll need several months supply to take back with you. Most doctors would be understanding but are probably not going to buy your "trial for a couple of days on each med" strategy. Although, from what I have read recently on this board, some pdocs here in the US are adopting this way of initial dosing to find a good match.
