The difference between cyclothymia and bipolar II is basically how bad your depression gets.
Bipolar II is hypomanic states associated with episodes of major depression in the past.
Cyclothymia is hypomanic states associated with less-severe depression (dysthymia instead of major depressive episodes).
As you all know, however, it's not that simple. It' not so much the label, but the fact that "bipolar" illnesses can respond poorly to antidepressants and mood stabilizeres might be needed, even for depressive symptoms.
