PPA was taken off the market because it can be used in illegal amphetamine synthesis. This is the same reason there are now strong restrictions on the sale of single-ingredient preparations of ephedrine. The "safety" issue was just an pretense. PPA is safer than aspirin. I predict within a year, you will no longer be able to even get single-ingredient preparations of psuedoephedrine (Sudafed) OTC in the US.
And it't hemohrragic stroke, not heart attack, for which PPA (slightly) increases risk.
