This doesn't address the problem of inconsistent quality. All it says is that at 1 point in time the different versions were equivalent.
By the way, do you know that you are citing a notorious study. It was financed by Synthroid's maker to show that Synthroid was better. When it didn't they blocked publication for years. There's a free full text account in the BMJ (and in dozens of other places).
