being started on an incredibly low dose of effexor

My neurologist is starting me on Effexor as I taper off Depakote. This is to treat migraines, concentration problems, and anxiety,
He's starting me on 25 mgs of Effexor twice a day for a month??? Why would he do this? It seems awfully low.
Could it be that I'm tapering off of Depakote too?
