Serotonin Syndrome In the News

I've been living in Thailand for about six years. I happen to know quite a bit about serotonin, and its supposed role in depression and mood. In the Bangkok Post recently, there was an articl(one of many) about the controversial Thai Prime Minister, Thaksin Shinawatra. It said: "Theerapat Serirangsan, a political science lecturer, said Mr. Thaksin may be suffering from a surplus of serotonin, a chemical neurotansmitter substance that is related to "power mad" syndrome. Pipob Thongchat, a democracy activist, said Mr Thaksin has become highly aggressive and liked to call his critics 'buffaloes' or 'stupid.'"
I would not disagree with the assessment of Thaksin's behavior, but I was wondering if a surplus of serotonin does in fact lead to such feelings and emotions. Has anyone heard of "power mad" syndrome? Conversely, does serotonin syndrome lead to aggressive tendencies?
