I'm almost sure that all benzos have cross-tolerance, according to the (benzo-phobic) website, www.benzo.org in the U.K.
While weaning off of long-term use of Xanax, Ativan, or other benzo, they suggest switiching to the equivalent amount of Valium, which is considered to be among the "safest" of the benzos. and recommended for those who want to phase out one of the more habituating meds. I did just that when I was coming off Klonopin, and it worked like a charm. The benzo.org people are very much disliked by others who believe strongly in benzos, but their guidelines regarding cross-tolerance and switching are quite useful.
