I can't say whether Cymbalta is more/less effective as Effexor on anxiety, but my anxiety symptoms have improved on Cymbalta. The thing I've noticed about Cymbalta is I feel kinda "flat." It's great to NOT feel despondent and to not feel like crying all the time, and I do seem to laugh/smile a little more, but I seem to have a hard time motivating myself to do things and finding pleasure in things. (Of course, that was a problem before I started on the Cymbalta, too. Before, I was just on Trileptal, with benzos as needed to help with sleep.) My DX is mild BP2 and mild OCD.
