I'd consider increasing your dose of Seroquel and/or Lamictal for the rapid cycling. The increase in Seroquel might also help a little for OCD, according to some anecdotal stuff I've heard.
Out of curiosity, why are you on the Effexor? As others have suggested in this thread an SSRI or anafranil might be a better choice for OCD. All of these can contribute to cycling, so it might be better to focus on tweaking your mood stabilizers first. Stabilizing your cycles might actually lead to a reduction in your OCD naturally. (This dpends, of course, on the severity of your OCD symptoms. If they're really bad they might need to take precedence.)
