At this point, it probably has something to do with patent issues. Not many companies would want to invest all the money required for clinical trials when other companies could benefit from that investment by selling a generic version. Sanofi-Aventis's eplivanserine is a selective 5-HT2A/5-HT2B antagonist in phase II trials for sleep disorders. They'll be able to hold the US patent on this drug for several years, so it's a more sound investment.
