Effexor making anxiety worse?! Any suggestions?

In the past year and a half since my Paxil "pooped out", I have tried other SSRIs with no success. My Doctor has me on Effexor XR 300mg right now. I know it is supposed to help with the anxiety but I find it makes me more edgy. I end up taking more Klonopin or Xanax to help the anxiety. Can anyone recommed a better med for anxiety with secondary despression or combo of meds? The Paxil used to cover it all! Why did it have to stop working?! It is so frustrating. When I was taking Paxil, I took .25mg of Xanax during my PMS times but that was it. Now I have to take either Klonopin or Xanax all the time to curb the anxiety. Any recommendations of other meds would be appreciated.
