I tried WorldCat for my area for that journal. It looks like every hospital in the region subscribes to the print edition. Also every university.

You could try this Google search:
site:worldcatlibraries.org "journal of clinical psychiatry"

Then you'll get a WorldCat page where you have to enter your zip code. (You have to allow cookies.) Then you may have to repeat the Google search in order for it to work. But you should get a list of libraries in your area who subscribe to it.

If it's in a local hospital library, you can possibly sneak in (I've done that) or ask permission to photocopy an article.
