If you manage to get the drug to the area of the nasal passages where there are blood vessels that lead directly to the CSF, bypassing the BBB, then yes.
Otherwise, no, the bioavailability is probably the same or LESS than taking it orally, especially if one is snorting pills and not pure methylphenidate.
BTW, methylphenidate + alcohol in vivo produces ethylphenidate, a more euphorogenic compound with unknown toxicity. This is quite similar to how cocaine + alcohol = cocaethylene in vivo.
Most people do not know this. If you are an alcoholic, stay away from ritalin and take amphetamine instead.
