I also have bipolar II and went on accutane about a year and half ago. As far as could tell it did not effect my mood at all, it stayed about the same as it always was.. the other side effects like extremely dry skin and my lips peeling continously were annoying but well worth it b/c my skin cleared up very well and has been much better since...
