It apparently refers to the tendency for some drugs to cause a response with the initial dose, but then rapidly degrade into non-response. I don't think it has anything to do with psychiatric drugs in particular.

IMO, psychiatry needs a term to refer to the poop-out phenomenon, since it appears with frequency and regularity.
