I"ve used both and I have a lot of anxiety, and my sense is that it's hard to predict how people will react to each of these drugs.
I had a bad reaction to parnate, and an excellent response to emsam-- so they really are quite different. If my dose gets too high, I do have heightened anxiety, but at a therapeutic dose, I don't.
Sometimes it interferes with sleep, but I"ve always had insomnia, so I can't say that it's any worse on emsam.
I'd try emsam, since there are fewer restrictions. If you don't do well, then you can try parnate--unless you have reasons for trying it the other way. Whichever you do, I don't think there's any clear way of knowing how you'll respond beforehand.
