Pharmaceutical manufacturers don't always produce the drug itself, they sometimes just make the tablets. The drug (active pharmaceutical ingredient) is frequently supplied by a third party fine chemicals supplier. Multiple generics companies can use the same API source.
The largest generics companies such as TEVA tend to manufacture their own APIs, as well as supplying other companies.
