Drugs are not categorically one thing or another. It sometimes helps not to assign them labels. Minocycline isn't so much an antibiotic drug as it is a chemical substance that has antibiotic properties. It also has other properties that are unrelated to those that are antibiotic:

It might be possible to build a molecule similar to minocycline and remove its antibiotic domains while retaining those that produce the effects that are listed in the above post.
