I dunno. I had a bizarre pdoc in the mid 00s who let me borrow a TMS type device which may have been similar. It looked like headphones w/ two metal plates instead of speakers. You'd put it on your head and the metal parts behind your ears. It'd kinda mildy shock you for 15min or so. I didn't get much out of it.
Even if that wasn't the same thing it seems like this company is paying a lot to fight the FDA from making them do more clinical trials:
