These powerful lasers have been tested on animal cadavers. (I think a goat might have been one of them.) The light penetrated the skull and went several centimeters into the brain, and it did no damage to the brain tissue. What the laser does is protect the brain.

There is some danger of eye damage from these lasers. That's why people who receive this treatment wear eye protection.
