You would think. That's why it's suprising that they reckon they are not doing very well (per head of population).
They have only a few who have received two doses and a lot of vaccinations in the state -- that are not in the people already.
I think the idea they are conveying... Is that it is easy (easier) to vaccinate some people. People in the board of directors who really want a vaccine. Healthcare workers. These people can be on call. You can say 'hey, got a dose only an hour to expiry -- can you get here in time?'
It's harder to get the doses to the people in the impoverished communities. In the nursing homes. That's what they are saying, anyway. That their focus on equity is slowing the administration of the vaccines / the rollout.
(Rhode Island is a weird state... I suspect strongly that a lot of the people who work in state live out of state and vice versa. I mean to say it's hard to know how many people are getting vaccinated in Boston or Connecticut or wherever rather than needing to be immunised in Rhode Island, even. I guess... That's the thing of ir, really)...
I did hear about bad snow storms and people freezing to death...
