And, being a hormone, it is in a complex inter-relationship with a host of other hormones. It does have an effect on manic behaviour, but it cannot be used for extended periods of time without major health disruptions.
Consider the hormone insulin. Shock therapy used to be done with insulin. But you can't do that for long, or too dramatically, or you'll kill them.
