I've used Rhinocort nasal spray for allergies and have not had any increased anxiety or panic attack symptoms - due the small volume that's just going to the nasal mucosa, the action of that steroid should just be directly to those tissues. Actual inhalers - where something is delivered into the resp. tract - can be another story and can often bring about systemic (whole body) reactions due to all the rich vascularity involved. To demonstrate, many substance abusers have discovered inhaling "stuff" makes for a pretty good drug delivery system.
