Yes, that's what it sounds like. Petechiae are a known adverse effect of Depakote (valproate), and may indicate a change in clotting capacity or thrombocytopenia. You should notify your doctor, and expect some blood tests.

From the PDR for Depakote: "Thrombocytopenia and inhibition of the secondary phase of platelet aggregation may be reflected in altered bleeding time, petechiae, bruising, hematoma formation, epistaxis, and frank hemorrhage."

You'll probably have to switch to a different mood stabilizer.
