Trans-fat label snafus?

I was perusing the crispy fried frozen snacks at the grocery store (oh- no- don't usually do this- just am overcome by crispy cravings this time of year), and noticed that many of the packages claimed to have "Zero Trans Fat!" I thought, well. Maybe I should go ahead...but then I noticed that most of these very boxes listed partially hydrogenated vegetable and/or soybean oil as one of their top ingredients!! Isn't this blatent false advertising? How do they get away with it?
