I had to look up Doc Martin, but I'm glad I did. It does sound similar to Monk, and I added it to my Netflix rental list.
They always say that Mr. Monk's issue is OCD, and while that's true, I don't think it's all of it. He also appears to be Asperger's. Or maybe OCPD. If I were told of the premise of the show, I'd probably wonder how sensitive it was to have a comedy about mental illness. Once I was watching it, though, I realized that that part was handled with a fair amount of compassion along with the humor.
