Actually, the treatment site in Vancouver is privately funded, and operates in a grey area....it's not explicitly illegal, but it is not legitimized by government policy either.
The funding is provided by a man who is head of the Marijuana Party, a legal political entity. Ibogaine is not illegal in Canada, as far as I know.
