Procaine is an ester local anesthetic. It is metabolized rapidly by plasma cholinesterases in the blood stream, so I would not think it would have much of any lasting effect. Local anesthetics are CNS depressants, but in very high (toxic) doses can cause CNS stimulation (presumably by depressing inhibitory centers), seizures etc. I am unaware of any MOAI effects, or contraindications in using them in patients on MAOI's. I am assuming that the "procaine" you are refering to is the local anesthetic. I know of no others.
