Perfectly legal, yes. It's considered a dietary supplement.

As far as I know, as long as you have a prescription, it is legal to import a 90-day supply of a controlled substance. Non-controlled drugs, however, I believe are perfectly legal to sell and possess without a prescription. Some of these sites that sell Picamilon *do* sell Provigil though, which is a Schedule IV Controlled Substance, so I can see Dr. Bob's point.
