People often confuse the issue of contolled/uncontrolled with FDA approved/non-FDA approved. A controlled substance is one that is listed on the U.S. Drug Enforcement Agency's Schedule of Drugs. These are the ones the can cause physical and/or psychological dependence. This encompasses benzodiazepines to Schedule 1 drugs like LSD,heroin,mescaline. A drug like tetracycline for example is an uncontrolled substance (not a Schedule drug) but it is still FDA approved. For a drug to be sold in U.S. it must be FDA approved. Dietary supplements for sale in the U.S. must also be FDA approved but there is often a notice that the health claims made have not been evaluated by the FDA. There is a PB link (FAQ) which gives the special guidelines necessary for importation of non-FDA approved products.
