i dont know what your legal options are. The thing is, these drugs suck, especially for kids...really, this is *child abuse*--unforunately, witch a doc's dx, you can pass off drugging a kid (or adult) into submission as "treatment". Its a problem.
I would think your family attorney could address it; if nothing else, you should be able to get another opinion from a doc who might say your kid is normal and needs no meds. Can you call social services? Just check to see if they can do anything for you.
