You may be able to prepare you own liquid version by crushing and dissolving tablets, if the active substance is soluble (e.g. modafinil isn't).
One tip for accurate mixing of powders (such as active ingredients and fillers) is to dampen them into a paste that is more easily mixed thoroughly. This is what they do when mixing blackpowder (the classic gunpowder). You can then roll pills or shape tablets from it - this is of course easier if you have suitable moulds. Maybe an empty blister pack?
Then apply suitable imprints (eg. MOD 200), and
finally a film coating (what would be a suitable substance for that?).I read a news story about how they dyed fake Viagras blue in a cement mixer in Egypt, and in Colombia they created some other type of tablets using brick dust as the binding agent and floor wax for the film coating...
