example: take diazpeam - feel some relief and some relaxation, but not the same as phenibut. They both work on GABA but they work at certain receotors. Thinking the brain is execting GABA -b, instead of GABA -a. But acually your right, phenibut is almost same as gabapentin but less potent, don't know if would add nuerontin to help the anxiety. And also it's less subtble, phenibut doenst work like benzos.
