Just as a cynical guess... Because Tamar waited for the men in her family to do what they should have under the law, and when they didn't she took matters in her own hands. She didn't continue to be passive.Which was probably more pleasing to the Almighty than to the men who write books about the Bad Women of the Bible. :)
