Tu parles l'anglais mieux que je parle français. Le site Web de Santé Canada est en français, aussi bien, mais je ne peux pas le lire très bien.

The Special Access Program is the normal process by which a doctor requests medication that is otherwise not available in Canada, from the manufacturer. The application is sent to Health Canada, and if it is approved, is forwarded to the manufacturer. The manufacturer then decides if they will supply the drug. Your PDoc has been using this system for other drugs, according to your first post. That's why I suggested your doctor just go ahead and apply to Hoffmann-La Roche. The Oxford company owns U.S. rights (apparently), but that may not (yet) apply in Canada, which has its own patent laws. So, this would be my first action.
Information about the Special Access Program: http://www.hc-sc.gc.ca/dhp-mps/acces/drugs-drogues/sapfs_pasfd_2002-eng.php

If Hoffmann-La Roche denies the request, or Oxford has the rights in Canada, I'd then contact Oxford directy to find out who represents them in Canada.
They're at:

Tel: 973-256-0600
Fax: 973-837-0572

The Health Canada link about importing personal use medication is:

http://www.hc-sc.gc.ca/dhp-mps/compli-conform/int/export-import/medicinebord-medicamentsext_tc-tm-eng.php#6

-near the bottom of the page, it says:
"Drugs for personal use which are listed in the Schedule F to the Food and Drug Regulations are allowed to be imported by mail, by courier, or in person when:

you are a resident of a foreign country who is visiting in Canada
you are a practitioner, and the importation is not for treating your patients, or
you are a wholesale druggist, a drug manufacturer, or a registered pharmacist, and
the quantity of the drugs is consistent with personal use. "

When I read it the first time, I missed the part in the heading where it says "Drugs for personal use"....that means that a pharmacist (or doctor) can import Schedule F drugs for their own personal use. Sorry about misleading you.

Schedule F:
http://laws.justice.gc.ca/en/F-27/C.R.C.-c.870/index.html
Just click on the word "Drugs", and scroll down and you'll find isocarboxid in the Table.

BTW, I have never had an order from overseas siezed by Customs. It should also be said that nothing I've ever ordered has abuse potential.
